Queen Zephyr is a survivor of the Nisan-Solaris war that took place five hundred years before Fei and Elly were born. She was an ally to Sophia, Krelian and Lacan, and Roni Fatima, then king of Aveh. (Was Rene Kislev's representative?) She brought Shevat to the aid of the land dwellers, but at the end of the war, she and her ministers made a deal with Solaris, and agreed to turn Sophia over to them in exchange for rule over part of the world. Once the final battle came around, however, she changed her mind ahlfway through, when it was clear Solaris would not keep its promise. Unfortunately, Sophia died in the battle, and Nisan fell. She returned to Shevat and began a never-ending campaign against the other aerial city, determined to bring Solaris down. At present day, it's all Zephyr can do to keep Shevat from falling to Solaris's military power. Aside from (possible) alliances on the surface, she's fighting a losing battle. When Fei and his group appear in her city, she jumps at the chance, and recruits them to her cause. Eventually, Shevat becomes a base of operations for Fei and the others, and Zephyr holds strong in her loyalty. (This time. ^_~) (Everything below is speculation, or just my opinion) She looks like a child almost, doesn't she? I always wondered about that -- how old was she when she took her place as Queen of Shevat? (My book might tell, but there's too much kanji in that particular portion. ^^ All the estimates are, anyway.) Aside from her face looking sort of out of proportion, there isn't much that's unusual about her......
