Ramsus first appears as the Commander in Chief of the Gebler oprganization in Aveh, which you later find out is merely an extension of the Solaris military. Upon later discoveries (mainly the story Sigurd and Shitan tell you in Nisan) you find out that he is one of the 'low born' of Solaris, originating from the same place as Shitan himself. A few years ago, before Shitan and Sigurd left Solaris, the three were 'Elements', graduates from the military training school called Jugend. Ramsus was Fire, and if you pay close attention to his personality, you can see why. (This is also reflected in his ether attacks - he almost always uses fire-elemental attacks.) In any case, according to Sigurd, he rose through the ranks of the military faster than they could imagine, and he stood for the cause of those who were not 'high born'. The others saw him as their hope, but soon it became obvious that, although he wanted Solaris to judge based on ability instead of birth, he did not intend to change the over-all policy that drove the 'unworthy' into the ground. This caused his friends to leave, but instead of seeing their actions for whast they were, he assumed they were betraying him. He seems to cling to that belief even now. Now, Ramsus is haunted with nightmares of his past. He was injured severely during the war against Elru, and after his first encounter with Fei, those nightmares seemed to increase. He eventually fixated on Fei as his biggest enemy, the one who was "taking his things" and making him into a "reject" -- it was not true, but with both Miang and Krelian egging him on, he continued to fight Fei again and again until finally he was defeated, and he realized that all of the terrible things he had been told were lies. (Note - a lot of this information might be considered as spoilers, but I did my best to keep them to a minimum.
